Authorities introduced Russia Sanctions Regulations after Russian armed forces entered Ukraine in February 2022.
Initially, the sanctions targeted designated persons, goods, and technology, like iron and steel products and money market instruments.
On 29 June 2023 sanctions have extended to the provision of legal services. This includes notary services.
Russia (Sanctions) (EU Exit) Regulations 2019 (the Russia Regulations) and amendment made on 29 June 2023
New Russian Regulations regarding sanctions restrict provision of legal services to non UK nationals in certain situations.
Sanctions prohibit the provision of legal services regarding finance and trade matters.
These restrictions are against trade, including commercial transactions, negotiation or any other deeds conducted with a third party.
Specifically for notary publics in London, the Regulations prohibit the preparation, execution or verification of a legal document.
So, documents like powers of attorney, letters of authority or contracts would prohibit us from notarising such documents. This is the case even in situations where the person in the UK wished to gift the property.
The Regulations clearly prohibit notarial services.
Exceptions to the Russia (Sanctions) EU Exit Regulations
Exceptions apply where the legal services relate to contentious matters.
