For most documents going to the Kingdom of Saudi Arabia you will need the intervention of a Notary followed by an apostille from the Foreign & Commonwealth Office. The next stage is determined by whether the documents are private or commercial documents. If the documents are for private individuals then they can be lodged straight into the Saudi consulate if they have an apostille. However, if the documents are commercial in nature, they will need to be lodged with the Arab-British Chamber of Commerce for a stamp, before being submitted into the Saudi consulate who will then stamp it.
It is always best to get the correct information from the person with whom you are dealing with in the Kingdom of Saudi Arabia as to what the exact requirements are for legalisation.
Please also note, that if you are granting a power of attorney to be used in Saudi Arabia, the passport numbers of the person(s) granting the power of attorney and the passport numbers of the attorney (the person(s) who will be acting in Saudi Arabia) must be stated in the document and, in the case of the attorney, a copy of that passport must be lodged at the Saudi consulate.

Working in the Kingdom of Saudi Arabia
Educational documents needed by non-Saudi nationals wishing to work in the Kingdom of Saudi Arabia must be attested first by the Saudi Arabian Cultural Attache. Their requirements are as follows. 1. Covering letter from the applicant addressed to Saudi Arabian Cultural Attache requesting attestation of the document, stating the reason. Full address, contact number and email to be provided. 2. Original letter from employer in Saudi Arabia, addressed to Saudi Arabian Cultural Attache stating the reason for employment. N. B. This must be attested from the Chamber of Commerce in Saudi Arabia for private sector employers. 3. Copy of applicant’s passport. 4. Signed consent letter addressed to the Records Office/Registry of the University/Institution consenting to Saudi Arabian Cultural Attache requesting confirmation of academic award.
If the document is needed for a visa it then after this process is complete, the document must be attested at the Consular Office at Charles Street.
